Regions 2 and 3 to elect bargaining committees this summer

OAKLAND (Feb. 26, 2016) _ Contracts in Regions 2 and 3 expire September 30, 2016, and bargaining committee elections in both regions will be held in June or July. Start thinking now and talking about whether you or another colleague would like to represent the members as part of the bargaining committee. It’s never too soon to start organizing for a better contract!

Region 2 – CFI has called for negotiations in Region 2 to discuss the impacts of civil expansion and changes to pension contributions that have have affected or will soon affect multiple courts in the Region, including Marin, Napa, Contra Costa, San Mateo and Santa Clara. The pension changes are based on the Pension Reform Act and negotiations with linked bargaining units that resulted in the elimination of employee contribution offsets that had been in place for many years. The impact on most employees is an increase of thousands of dollars per year in their out of pocket pension costs. CFI had also reserved the right to meet and confer over the impacts of civil expansion and we will be talking with the courts about the shortages several courts are experiencing and how those can be addressed. We want to address these issues now rather than wait for the entire contract to be open. 

Region 3 – Region 3’s MOU also expires at the end of September 2016. CFI is especially interested in hearing from Region 3 members about how the civil expansion is going in your area and whether there are working condition or best practices issues that need to be addressed. We would like to hear from you as well if you have had any experience with VRI in your county. Courts have not notified us of VRI use and the Fresno court continues to tout the success of the VRI programs in public forum, although based on the best information available to CFI, VRI is not actually being used for court proceedings in Fresno or elsewhere in Region 3, except for remote traffic appearance where the interpreter is with the traffic defendant in a remote location, connected by video to a courtroom.
